Add OAuth2 as an authentication option for webservices

Sometimes it might be useful to use OAuth2 as the proctocol. 

I imagine it is a great deal of work to add it as an option for all user logins, but for certain processes and integrations it would it would be useful to se OAuth2 on the exposed webservice rather than Basic auth.
