You can effectively use this (or the derived probabilities shown in the next column) to see how accurate that particular rule is. The "quality" column then tries to summarize that into a single dimension showing overall how reliable that particular rule is.

Difficult to answer with this only one table.
But I would say that each number correspond to the number of example(s) which belongs to the class LOS = i
with i = {A,B,C,D,E,F}....
For example for the first line :
there are 95 examples which belong to class LOS = A
there is 1 example which belongs to class LOS = B
There is no example which belongs to class LOS = C
..idem for class LOS = D, class LOS = E,class LOS = F
