How to implement a mixed integer linear programming model?

Hi all, I am Hridhayesh working on building a mixed integer linear programming model.
I went through the tutorial but the tutorial process gives an error "String index out of range:-4" when I run it.
I am not able to figure out the source of this error from the dataset given in the tutorial too.
Any suggestions on a workaround for this? Thanks in advance.
